The Singapore public housing landscape underwent a massive shift yesterday at the National Day Rally (NDR) 2026. Prime Minister Lawrence Wong announced aggressive policy updates to keep housing affordable for the "sandwiched class" of buyers who are increasingly marrying later and earning more early in their careers.
Effective 24 August 2026, the Ministry of National Development (MND) and HDB have officially raised the monthly household income ceilings for both Build-To-Order (BTO) flats and Executive Condominiums (ECs).

HDB BTO Flats (Families)
Previous: S$14,000
New (Eff. 24 Aug 2026): S$16,000

Executive Condominiums (ECs)

1. BTO Income Ceiling Raised to S$16,000
The S$16,000 BTO income ceiling allows more young professionals to pivot from the private market to subsidized housing. This change is expected to reduce demand for larger, high-priced resale flats, according to analysts.
2. EC Income Ceiling increased to S$18,000
The new S$18,000 EC eligibility limit provides a wider pathway for families bridging the gap between public and private housing. Note that this higher threshold applies only to new projects with tenders closing on or after 24 August 2026.
3. BTO Sales Exercise Delayed to November 2026
To accommodate the update, the next BTO sales exercise is delayed to November 2026. This launch will feature approximately 7,960 flats across popular estates like Bedok, Geylang, Toa Payoh and Tengah.
4. Extra Ballot Chances for Families
Starting February 2027, first-timer families with children will receive one additional ballot chance per child (aged 18 and below) to boost their chances.
To participate in the upcoming launch, HDB advises submitting your HFE letter applications by 25 September 2026.
